The Las Cruces City Council will meet at 1 p.m. Tuesday, Jan. 18, 2022, in Council Chambers at City Hall, 700 N. Main St. for a regularly scheduled meeting.

City Council will consider adoption of a Resolution to postpone the development of an administrative program for the City’s Trap-Neuter-Return (TNR) policy. The Animal Care Task Force, the Animal Service Center of the Mesilla Valley, and the City need to agree and develop an administrative program.

The proposed Resolution postpones the deadline to develop an administrative program within 120 days of the adoption of Ordinance 2983 as indicated in Section 7-31(m) of the Las Cruces Municipal Code (LCMC) for six months, to June 14, 2022.

On Aug. 16, 2021, City Council adopted Ordinance 2983, which repealed and replaced Chapter 7, “Animals” of the Las Cruces Municipal Code (LCMC) 1997, as amended. Ordinance 2983 changed the language of LCMC Section 7-31(m), and it now details that City Council “shall by separate resolution ... adopt a [TNR] policy, within 120 days of [Ordinance 2983’s] adoption that includes ... the best practices for community cat care giving, including basic expectations and responsibilities; educational information for caregivers, neighbors of caregivers, and the general public; mechanisms for maintaining and listing available resources for community cat caregivers and others impacted by community cats; methods by which to register community cats and community cat caregivers with the Animal Control Unit, including provisions by which conditional registration is provided to caregivers desiring to be fully compliant for their community cats within a set period of time, on-going compliance requirements, and revocation of either conditional or final community cat care giving permits for failure to comply with requirements, including agreed-upon timelines.”

Additionally, City Council will consider adoption of a proposed Resolution to support 2022 New Mexico legislative actions that advance sustainability and climate action in the state. At least 10 bills will be introduced in this year’s New Mexico Legislature that have the potential to advance sustainability and climate action work to create resilient, equitable, and prosperous communities for current and future generations.

The proposed bills would apply in many sectors, including clean fuel standards, financing commercial clean energy, low-income utility affordability, electric vehicle and charging tax credit, climate security, water conservation, environmental rights amendment, budget support for the New Mexico Environment Department and the state’s Energy, Minerals, and Natural Resource Department, and support of a Public Bank of New Mexico. This collection of bills awaits final details and formal language that come with filing.

At this early date, it is clear state leaders are committed to advancing the City’s objective of creating resilient, equitable, and sustainable communities now and for the future.

Also, the Council will consider a Resolution that appeals a decision by the City’s Community Development Department to revoke a business license for Speak Easy, a limited liability retail company that was investigated for possessing, distributing, selling, and bartering cannabis products before retail sales were legalized.
